Director, Policy and Research (GMG/SEG 3) (VACANT)

Salary Range: $2,336,309 – 2,777,138 per annum and any allowances attached to the post

JOB PURPOSE

Under the general direction of the Senior Director, the Director, Policy and Research is responsible for managing the activities of the Policy and Research Unit. This includes formulating and developing gender policies and conducting gender-sensitive research that will assist in mainstreaming gender.

KEY RESPONSIBILITY AREAS INCLUDE:

Management/Administrative Responsibilities

  • Participates in the formulation of operational plans for the Bureau of Gender Affairs (BGA) and leads the formulation of strategic operational plans and budget for the Policy and Research Unit;
  • Develops, reviews and implements operational systems and procedures to guide the activities of the Division;
  • Establishes and maintains linkages with other relevant agencies/departments, NGOs and interest groups for collaboration on common objectives and information sharing;
  • Drafts Ministry Papers, Cabinet Notes and Cabinet Submissions;

Technical/Professional Responsibilities 

  • Coordinates and liaises with MDAs in order to ensure that gender is mainstreamed in all their policies, programmes and plans;
  • Reviews government policies for gender sensitivity and provides feedback to relevant authority/personnel;
  • Periodically reviews legislation related to gender issues to ensure currency and relevance; makes recommendations for amendments/reviews where necessary;
  • Develops strategy for gender mainstreaming in government ministries and agencies.
  • Identifies and initiates key areas of research to support policy formulation and national development.

 Human Resource Management Responsibilities 

  • Develops and manages the overall performance of the Division and its staff, including transferring skills, motivating staff through coaching and mentoring, arranging for training, setting performance  targets, monitoring performance, providing feedback to staff and initiating corrective action where necessary to improve performance.

 REQUIRED SKILLS AND COMPETENCIES

Core/Technical

  • Sound knowledge of research, policy design and reporting 
  • Sound knowledge of interpreting and analyzing qualitative and quantitative statistics and presenting statistical data 
  • Sound knowledge of the GoJ’s policy development process
  • Knowledge of gender mainstreaming; 
  • Knowledge of local and International Gender Policies
  • Knowledge of the machinery of government (policies/programmes) and steps in the legislative process
  • Proficiency in the use of Microsoft Office Suite and other relevant computer applications and systems (Statistical Software)

 MINIMUM REQUIRED EDUCATION AND EXPERIENCE

  • Post Graduate Degree in Social Sciences, Gender and Development Studies, Development Studies or related area;
  • At least three (3) years’ experience including two (2) years in a senior capacity with involvement in policy formulation and programme development in a related field.
  • Training in Human Resource Management/Supervisory Management.

OR

  • First Degree in Social Sciences, Gender and Development Studies, Development Studies or related area;
  • At least five (5) years’ experience including three (3) years’ in a senior capacity with involvement in policy formulation and programme development in a related field.
  • Training in Human Resource Management/Supervisory Management.
