Policy Analyst (GMG/SEG 2) (NOT VACANT) – Bureau of Gender Affairs

Salary Range: $1,927,065 – 2,290,674 per annum and any allowances attached to the post 

JOB PURPOSE

Under the general direction of the Director, Policy and Research, the incumbent is responsible for conducting critical analysis of policy documents and contributes to the development and formulation of policies that will enhance the status of women and men economically, socially and politically. 

KEY RESPONSIBILITY AREAS INCLUDE:

Management/Administrative Responsibilities

  • Participates in the development of the corporate/strategic plan for the Bureau; 
  • Contributes to the maintenance of the gender database; 
  • Prepares and submits reports and technical papers as required.

Technical/Professional Responsibilities

  • Reviews government policies and priority programmes to  highlight  gaps  and make recommendations to improve gender-sensitivity;  
  • Conducts gender analysis of policy documents from various Ministries/Departments/Agencies (MDAs) to facilitate compliance with international standards and relevance to the National Policy for Gender Equality (NPGE);   
  • Writes proposals to funding agencies to support policies, plans and programmes; 
  • Prepares reports, technical papers, briefing notes and other documentation, as required;
  • Participates in research and data collection activities being undertaken by the Bureau; 
  • Conducts workshops, public education and sensitisation sessions to create awareness of relevant gender matters; 
  • Liaises and develops linkages with public and private sector agencies and Non-Government Organisations (NGOs) in gathering gender sensitive data, translating policies into programmes and for collaboration on gender issues; 
  • Works with MDAs and Gender Focal Points (GFPs)  to develop gender mainstreaming policies within their departments and agencies; 
  • Analyses and assesses the impact of existing and proposed policies and legislation on women, girls, men and boys. 

REQUIRED SKILLS AND COMPETENCIES

  • Good understanding of the Government policy environment with focus on gender
  • Good understanding and practical experience in policy development
  • Knowledge of local and international Gender Policies
  • Excellent knowledge of investigative and analytical techniques
  • Good organisational, planning and time management skills 
  • Proficient in the use of statistical and other relevant computer applications 
  • Ability to exercise initiative and sound judgment 
  • Excellent oral and written communication skills 
  • Strong interpersonal skills to build effective working relationships with external stakeholders and colleagues 
  • Ability to adapt to tight deadlines, heavy workload and changes in priority in order to accomplish objectives 

MINIMUM REQUIRED EDUCATION AND EXPERIENCE

  • First Degree in Social Sciences, Gender and Development studies or related discipline;  
  • MSc. Degree would be an asset
  • Specialised training in gender studies inclusive of women and men development
  • At least three (3) years’ related work experience
