Salary: $6,333,301 to 8,517,586 per annum
JOB PURPOSE
Under the direction of the Senior Director, Project Management and Coordination, the Director, Project Development and Coordination provides direction and support in respect of project development activities. The Director has the responsibility for the development, management, coordination, execution and completion of locally or internationally funded projects in the Ministry and its entities, ensuring consistency with government’s commitments, objectives and goals.
KEY RESPONSIBILITY AREAS
Management/Administration Responsibilities
- Participates in the formulation of strategic business, operational plans and budget for the Division.
- Develops, targets, objectives, activities, systems and procedures for the effective management of the Branch.
- Formulates policies, plans, and guidelines for the work of the Branch.
- Develops operational, work plans and budgets for the Branch ensuring that staff members are effectively utilised, and productivity is maximised.
- Plans, organises and manages the work of the Branch, develops work schedules, programmes, work activities and recommends improved methods and changes as required
- Manages the approved budget for the Branch ensuring that all expenditures are documented and accounted for according to Government of Jamaica (GoJ) guidelines.
- Monitors the implementation of the plans and programmes for the Branch to ensure that work is carried out as planned and within budget.
- Ensures compliance with laws, regulations and procedures governing activities and the operations of the Branch.
- Undertakes necessary assessments and plans and organises training sessions and developmental workshops on Branch functions and activities.
- Participates in monthly, quarterly, annual performance review and reporting meetings for the Branch.
- Prepares and submits reports and other documents as required.
- Represents the MCGES at meetings, conferences and other fora and makes the necessary presentations as required.
Technical/Professional Responsibilities
- Reviews the Ministry’s strategic business plan and identifies possible project concepts that are aligned.
- Develops, establishes, documents and maintains sound project management standards and procedures that are in accordance with the MOFPS guidelines.
- Oversees the design, development and implementation of projects that are aligned with the Ministry’s strategic business and operational plans.
- Formulates policies, plans, and planning guidelines, and conducts feasibility studies and surveys for the effectiveness and efficiency of the Branch.
- Develops project proposals, business cases, in-house estimates and related documents for local and international funding including technical marketing and financial analysis for the Ministry and its entities.
- Develops grant proposals and requests for technical assistance to fund projects for the Ministry and its entities.
- Facilitates effective partnership and cooperation with other government agencies and among other bodies.
- Liaises with the MOFPS in the development and submission of project documents and takes the necessary actions to obtain project approval.
- Arranges and approves technical and professional consultancies and reviews reports from Project Managers and other team members for accuracy and quality standards.
- Prepares briefs, reports, presentations, Cabinet Submissions, Cabinet Notes and Terms of References for projects.
- Directs the conduct of the return on investments (ROI) to determine the economic and/or social value of projects.
- Determines financing sources for projects and participates in negotiations to obtain funding approval.
- Provides operational support in the execution of projects in the Ministry and its portfolio entities.
- Implements and promotes the use of appropriate mechanisms to obtain the commitment of key stakeholders in the development and execution of projects across the Ministry and its entities.
- Tracks, monitors, and communicates project progress in collaboration with the Project Specialist, Monitoring and Evaluation.
- Anticipates and assesses the impact of changes, such as government policy/economic conditions, on project plans and initiatives, and responds appropriately.
- Provides technical advice, guidance and support on project management methodologies, tools and techniques.
- Provides advice in the prioritisation and selection of projects that are aligned with the Ministry’s objectives.
- Facilitates stakeholders’ consultations on project related issues and prepares briefs, policy papers, presentations and reports on the implementation of projects.
- Collaborates with the Project Specialist, Monitoring and Evaluation, to ensure that project risks are managed effectively, and appropriate strategies are in place to respond to variances.
- Leads in the identification of resource requirements for projects.
- Contracts, as required, relevant skills, as well as goods and services to carry out project activities and achieve the stated project outcomes.
- Establishes and maintains relationships with the MOFPS, international development partners and other funding sources.
- Aligns project work with the strategic business plan and prioritises projects according to the Ministry’s objectives.
- Maintains a comprehensive inventory of projects for the Ministry and its entities.
- Keeps abreast of the developments in the public sector project management space and ensures compliance with the MOFPS guidelines.
- Collaborates closely with the Corporate and Liaison Services Division and the Strategic Planning and Performance Monitoring Division to ensure sound and integrated project planning.
- Collaborates with the Human Resource Management and Development Division in designing and conducting project management training and other related HR matters.
- Provides technical advice, guidance and support on project management methodologies, tools and techniques.
- Provides customer and stakeholder management support.
REQUIRED SKILLS AND COMPETENCIES
Technical
- Excellent knowledge of project management principles and practices

- Excellent knowledge of project appraisal, development funding, implementation procedures and funding agency protocols.
- Excellent knowledge of the GOJ/Ministry’s policies and procedures

MINIMUM REQUIRED EDUCATION AND EXPERIENCE
- Postgraduate Degree in Project Management, Management/Business Administration, Public Administration or related discipline from a recognised tertiary institution
- Certification and/or training in Project Management principles, practices, techniques and methodologies.
- Training in Human Resource Management/Supervisory Management
- Minimum six (6) years related experience, of which four (4) must be at a senior management level in a project management environment.
