Salary: $5,198,035 to $6,990,779 per annum
JOB PURPOSE
Under the direction of the Director, Project Development and Coordination, the Project Engineer is responsible for liaising with key project stakeholders in pre-planning, schedule preparation and resource forecasting for engineering and other technical activities relating to the execution of infrastructure projects. In particular, the incumbent reviews design and bidding documents, evaluates contractor bids and oversees construction progress and scheduling.
KEY RESPONSIBILITY AREAS
Technical/Professional Responsibilities
- Reviews plans and technical documentation for accuracy and makes recommendations as necessary.
- Interprets development concepts, plans and designs for implementation in infrastructure construction projects.
- Collaborates with the Quantity Surveyor and other members of the Division in the development of cost estimates.
- Develops and takes an oversight role in the overall work scheduling with project teams, ensuring project milestone dates and applicable standards are met.
- Defines and approves construction materials, methods and quality standards and production specifications, plans and drawings.
- Coordinates and administers construction engineering activities to ensure that all infrastructure projects are implemented in accordance with plans, designs and specifications.
- Reviews infrastructure construction budgets and forecasts ensuring alignment with scope of works, plans and designs.
- Undertakes quantitative and qualitative safety, environment and quality risk assessment to ensure acceptable quality of structures and finishes.
- Directs project controls framework including project management principles, occupational health and safety, and document & records management mechanisms.
- Analyses project progress and performance reviews concerning the technical, environmental and financial components of the project, ensuring compliance with plans/scope of works/designs and reporting approaches.
- Monitors project progress in terms of quality, timeliness and budgets including regular programme review and reporting to the Project Manager.
- Directs consultant, subcontractor & suppliers, ensuring comprehensive scope of works are prepared and included in the tender documentation.
- Provides active professional direction in the supervisory management of works contracts by monitoring the contractors progress and effectively negotiate variations, claims and other issues.
- Designs data collection procedures to facilitate the validation of quantitative and qualitative monitoring tools to support the project engineering functions.
- Directs and conducts analysis of quantitative data as well as qualitative data on all project engineering inputs, outputs and outcomes in the Ministry and its agencies.
- Assembles and analyses risk scenarios to determine the likelihood and impact of significant events to the project engineering business processes.
- Provides professional advice and guidance to wide range of internal and external stakeholders.
- Produces high-quality project reports on engineering findings/recommendations that support the initiatives’ priorities and further evidence-based decision making.
- Embraces a process of continuous quality improvement, consultation and feedback to customers, in order to guarantee their needs and concerns are met.
- Ensures full compliance with health and safety legal requirements and procedures in respect of general project engineering management.
- Maintains liaison and linkages with MDAs, statutory bodies, private sector and non-governmental organisations on project engineering matters to ensure coordinated synergies.
- Keeps abreast of project engineering initiatives to ensure adherence to international standards and competitiveness.

MINIMUM REQUIRED EDUCATION AND EXPERIENCE
- Bachelor’s degree in Construction Management, Civil Engineering or related field of study.
- Professional Engineer Certification would be an asset
- Five (5) years related working experience in the construction industry
- Holder of a valid General Drivers’ license
