Salary: $4,266,270 to $5,737,648 per annum
JOB PURPOSE
Under the direction of the Director, Project Monitoring and Evaluation, the Project Monitoring and Evaluation Analyst has responsibility to monitor and conduct evaluations of ongoing and/or completed projects to determine if project objectives are met. This includes whether projects are on schedule, within budget, as well as quality control issues. In this regard regular inspections are conducted to determine if the projects are going off track so that corrective actions may be taken.
KEY RESPONSIBILITY AREAS
- Conducts site visits to assess implementation status of various projects.
- Monitors project activities, outputs and progress towards anticipated results.
- Evaluates projects during and after implementation.
- Documents and reports on lessons learned during the project cycle.
- Develops comprehensive quarterly, midterm and final project evaluation reports with detailed recommendations depending on project requirements.
- Conducts cost benefit analysis including the return on investment (ROI) to determine the economic and /or social benefits.
- Prepares evaluation findings and project results for donors and other stakeholders.
- Conducts capacity assessment on existing project evaluation systems and procedures and develops recommendations as necessary.
- Reviews and assesses projects and recommends appropriate strategies, techniques, designs and methods of implementation for current and future projects.
- Carries out periodic reviews of project evaluation functions and makes recommendations for improvement and effectiveness.
- Represents the Ministry on various evaluation missions to assess project performance.
- Makes recommendations for strengthening monitoring, inspection and evaluation procedures.
- Recommends strategies for improving the efficiency and effectiveness of projects by identifying bottlenecks in completing project activities and developing plans to minimise or eliminate such bottlenecks.
- Provides inputs, information and statistics for quarterly, half-yearly and annual progress reports on all project evaluation activities.
- Participates in periodic project reviews and planning workshops and supports the Director, Project Monitoring & Evaluation in preparing relevant reports.
- Provides subject matter expertise and support for special projects as necessary.
- Tracks best practices in project monitoring and evaluation.
REQUIRED SKILLS AND COMPETENCIES
Technical

MINIMUM REQUIRED EDUCATION AND EXPERIENCE
- Bachelor’s Degree in Management/Business Administration, Statistics, Economics, or related discipline.
- Five (5) years’ work experience in conducting monitoring and evaluation activities.
- Certification/training in Project Management principles, practices, techniques and methodologies.
