Salary Range: $3,798,856 – $4,515,646 per annum and any allowances attached to the post

JOB PURPOSE

Under the general direction of the Permanent Secretary, the Principal Director is responsible for leading, managing and monitoring all those activities within the Jamaican arts, heritage and cultural industries sector with a view to achieving the stated mission of the Ministry of Culture, Gender, Entertainment and Sport. The incumbent also provides leadership and direction to engender an inter-agency collaboration and coordination among agencies that impact culture and heritage. The Principal Director also partners with other Ministries within the Government of Jamaica in developing a programme of an integrated national cultural identity.  

KEY RESPONSIBILITY AREAS INCLUDE

Management/Administrative Responsibilities

  • Participates in the formulation of the Ministry’s strategic/corporate plans;
  • Facilitates the development of the Division’s operational/work plans and programmes ensuring that staff members are effectively utilized and productivity is maximized;
  • Ensures the annual budget of the Division is prepared in accordance with the relevant Acts and Guidelines;
  • Manages the approved budget for the Division ensuring that all expenditure are documented and accounted for according to GOJ guidelines 

Technical/Professional Responsibilities

  • Develops and recommends for implementation, national cultural policies, systems and plans for the effective coordination and performance of the Cultural and Creative Industries;
  • Participates in inter-agency meetings to support on-going consultations and dialogue with Agency Heads in discussing and resolving pertinent cultural issues;
  • Promotes and participates as required in regional and international cultural exchanges with a view to learn from and share the experiences with members of the Jamaican cultural sector;
  • Manages, supports and promotes local and international programmes with a view towards enhancing Jamaica’s image at home and abroad to the country’s economic advantage;
  • Represents the Ministry as part of any cultural group as directed. This may include negotiations, consultations and discussions within the region and external to the region; 

Human Resource Management Responsibilities

  • Develops and manages the overall performance of the Division and its staff, including transferring skills, motivating staff through coaching and mentoring, arranging for training, setting performance targets, monitoring performance, providing feedback to staff and initiating corrective action where necessary to improve performance; 

REQUIRED SKILLS AND COMPETENCIES

Technical/Core Competencies

  • Sound knowledge and experience in cultural and or heritage background

  • Proficiency in use of Microsoft Office Suite and other relevant computer applications and systems
  • Oral and written communication skills

MINIMUM REQUIRED EDUCATION AND EXPERIENCE

  • A Master’s Degree in Humanities, Cultural Studies or Heritage Studies or its equivalent from a recognized tertiary institution;
  • Five (5) years’ experience in a related senior capacity;
  • Training in Human Resource Management/Supervisory Management;
  • Fluency in another language spoken within the Caribbean Region would be considered an asset.

                         OR

  • A First Degree in Humanities, Cultural Studies or Heritage Studies or its equivalent from a recognized tertiary institution;
  • Ten (10) years’ experience in the related area, five (5) of which must be at a senior level;
  • Training in Human Resource Management/Supervisory Management;

Fluency in another language spoken within the Caribbean Region would be considered an asset
